Justin Cooper, president of CHP Consulting, joined a team of executives from the asset finance industry, to form an ELFA delegation to meet with congressional legislators about industry concerns.

This is an annual event organized by the industry trade association.
Cooper, along with representatives from RBS, Key, CIT, GE and many other asset finance industry leaders, started the day with briefings from key senators and representatives. Appointments included a visit with the policy staff of Senator Richard Durbin (D-IL) and Representatives Rahm Emanuel (D-IL) and Jerry Weller (R-IL). In the meetings, Cooper stressed the economic and investment benefits provided by the asset finance industry and urged legislative action in the areas of the JOBS Act’s potentially retroactive effect on cross-border lease taxation, the repeal of the Mid-quarter Convention, and the leasing of medical equipment into exempt lessees. During ELFA’s “Capital Connections” week, Cooper also presented to the ELFA Board of Directors, setting out the current state of the market and suggesting key policy directions. As chairman of the association’s Service Provider Business Council, he represents that group at the board level.
